NORWESCAP (Northwest New Jersey Community Action Partnership) is a private, nonprofit corporation originally established in 1965 under the Economic Opportunity Act to serve the low-income population of Hunterdon, Sussex and Warren Counties. They are located at 350 Marshall Street in Phillipsburg, NJ.
They offer a variety of Children’s Services programs that focus on providing for their development and happiness:
- Child and Family Resource Services is the educational and financial resource center for families and the child care community. Child and Family Resource Services enables the community to access a broad range of services for children and families.
- Early Head Start and Head Start provide a flawless system of comprehensive educational, health, mental health and social services to low income and/or disadvantaged children through age three and four and their families.
- Family Success Center is a family-centered program to assist Warren County residents to receive resources and support.
- Health Families – TIP of Warren & Hunterdon Counties is a program to prevent Child Abuse in New Jersey, strives to provide all expectant and new parents with the opportunity to receive the education and support their need at the time their baby is born.
NORWESCAP offers a variety of programs that focus on Case Management services. The case management approach provides better coordinated services in the community and can also provide improved access to supportive services to assist individuals and families reach their goals. Included in this are programs that also focus on assisting women to gain personal and economic self-sufficiency.
They also offer Economic Development programs to help low-income individuals and families leave behind poverty and begin the path of building assets and achieving wealth accumulation. A series of economic literacy classes are available in the evenings and are free to interested individuals. They provide help with loans, savings accounts and education that lead to financial independence.
Housing and Energy Services offers programs to assist low income individuals and families with their heating and cooling costs. There are also several housing projects that are geared at providing safe and affordable housing to low-income families.
NORWESCAP operates the Warren County Helpline, called First Call for Help as part of their Information Services. It can be challenging to navigate the difficult and complex social service delivery system. Information on different resources are identified, cataloged and provided to individuals that are unsure of where to turn for assistance with a program. Information on local, county and statewide resources is also available and the service is free of cost.
NORWESCAP provides services to aid in the relief of hunger through Nutrition and Health. Programs that focus on helping individuals and children achieve better health are also available in several counties. These programs include health screenings. There are also food banks located in Hunterdon, Sussex, and Warren Counties.
